Inverter Air Conditioning units are variable speed, Inverter technology allows the compressor and fans to ramp up or down depending on the cooling oad of the system, when the room is warm the inverter will operate at 100% capacity to cool the area to the required temperature set point,

Once the area set point  is reached the inverter will wind down to maintain the temperature and operate as low as 30%, this will reduce energy consumption costing less to run,

A fixed-speed air conditioning system operates at 100% capacity all of the time while the compressor is running (cooling), once the set point is reached the compressor will shut off, Maintaining the set point temperature will require the compressor to start and stop, this will increase running costs and efficiencies.

Fixed-speed compressors are common in Room Air Conditioners (Box Style) they are also available in some split systems,
